Beschreibung

Traffic control officer negatively affecting rush hour traffic flow (5-6pm) by giving preference to side street and parking lot access. Lights are timed to allow merging traffic from Field and Harry Hines to get to Pearl and McKinnon. The officer interrupts this flow by blocking traffic from Field trying to get to McKinnon. By the time the officer releases the cars from Field, the light at McKinnon is red and cars traveling from Harry Hines to Pearl have no where to go.
