This home was foreclosed on and auctioned off some time ago. I made several requests for the new owners to take care of issues regarding leaking heating systems, unpermitted heating systems, termite damage to trees that pose risk to safety, fire damage in basement, electrical not up to code, plumbing not up to code, falling apart back porch, and more. They have attempted to fix some of the issues (this is my second time reaching out to 311), but they have consistently done the very minimum or nothing at all. I would like a building inspector to view the home to understand what is actually not up to code so I have some form of recourse with the landlord/bank.

A. Yes extensively. They tried to fix the easiest things and left the rest. They built a new porch, but never permitted it. The building inspector has been by to view this and is already aware of the porch.
