Back Cove Trail Flood Repair

F. Please provide the name of the Park or Trail.
A. On the east end of the BCSCSO project where Sargent moved the trail (temporarily?!) flooding occured in the highest tide/storm surge in Portland history,. That entire end was inundated by surge. The only visible repair to the area was pavement grindings placed (dumped) on the trail by Sargent to prevent further flooding at the northern end. It was barel;y spread out, and frankly when the Parks dept plowed the snow mid afternoon, they actually smoothed it more than Sargent. There is still a pile of grindings on the north end, with abrupt drop offs nearly a foot on each side. Appears more rounded. The path takes a quick drop to the more level part of the trail on the rounded path. The Sargent documents, as well as city information stated the trail will remein open throughout construction, however with 'temporary' changes from time to time. The trail needs to be repaired, actually rebuilt, to a smooth slightly pitched Hazzard free trail. NO ONE using a cane, walker, wheel chair, adult tricycle, or handicap scooter should contemplate using this part of the trail. It will not make it even close to ADA like until after construction is nearing completion, I realize. When the regarding is being done, please do not block the scuppers cut into the coffee dam steel to allow water to exit the trail. Sandbags have been placed in front of these holes several times since the flood , presumably to block the water entry to the site. I say several times placed, as I have moved them a foot or two to allow drainage, but they keep moving back. It is important, as the outer coffer dam leaks sea water anytime we have a tide of 11 plus feet. Not over the top, but through the seams. Hopefully this can be resolved quickly, as I believe some public "road races" are scheduled to use that part of the trail. Oh yes, tax payers too.
