Encampment which began as one tent a few months ago with no trash has expanded to two or three tents with lots of trash. Sometimes one person screams at passers by Also one tent is leaning up against the new toilet Why are these people with illegal tents and accompanying litter allowed to remain? Must we put up cyclone fencing like in Knoll Park to keep EVERYONE from illegally camping and trashing the city?
