It is truly upsetting to so often hear that potholes, trash and other problems are bypassed because the state has jurisdiction for roads inside the Raleigh city limits. This "It's not my problem" needs to be worked out with the state.

I do not think anyone expects the city to constantly pick up after the bad elements who throw trash. We do expect at least the retail property owners to be required to place sufficient trash cans on the borders of their lots and for all property owners to be held responsible for the trash on their property and be fined if they do not keep their lots clean. Those throwing trash need to be fined and, yes, there are ways they can be caught.
