Homeless encampment growing in the Mare Island Causeway area ( location: right side before Mare Island bridge). Major concerns: SANITATION and PUBLIC SAFETY: waste/garbage spilling into the sidewalk; children and elderly are no longer able to use trails/pathways and open areas for recreation and exercise. The numbers of tents and cars parked (on the grass field) have multiplied and continue to grow. Please take action...Please.

It is possible anymore to go for a walk/run and feel safe/comfortable in own neighborhood.

The public park (property tax funded) is no longer a welcome place for people to walk their dogs.
Aggressive dogs are being permanently housed in the Greater Vallejo Recreation District maintained park. Vehicles are being dismantled and stored. A recent addition is an RV. Meanwhile Natalie Petersen (City of Vallejo Homeless Manager) has taken a salary in excess of $100k. Not looking good for our current city employees.
Vallejo is a toilet for these miscreant transients.

The city refuses to take action then sues private land owners for not cleaning up and removing the homeless.
Argument made by City; Quote:
The lawsuits state that “defendants have failed to properly secure the properties and as a consequence have allowed unhoused individuals to camp on the properties in a place that can be viewed from the public right-of-way and in such a manner as to constitute a public nuisance.”

Code Enforcement addresses private property issues so this complaint needs to be reported directly to the Vallejo Police Department, however they do not monitor this forum. Please contact VPD directly to relay your concerns and establish a log of incidents.

Typical answer from City of Vallejo...code enforcement says to go to parks and rec; parks and rec say go to code enforcement; then code enforcement say go to VPD; VPD says go to code enforcement.
Does anyone take responsibility, as an adult human being, for doing your job correctly? You are still taking our money. Doesnt that bother you? To collect a paycheck them deny all responsibility.

I agree… There is NO service resulting from the Code Enforcement Division employees, whom have routinely ignored and closed all “requests” regarding the out of control transient occupancy of public spaces, railroad property, roadways, GVRD, etc. The Code Enforcement Division has obviously no authority, whatsoever, in these matters.
City management needs to STOP assigning these SeeClickFix requests to a dysfunctional group of city personnel.
The lack of foresight by the Vallejo City Council to remove Code Enforcement Division from the VPD initiated this mess. After $200k to 4 Leaf consulting… this is what Vallejo is left with.

I posted the city emails of our Mayor, council and city manager. I am guessing that is against the rules. I was just trying to make it convenient for everyone to copy and paste, but it's fine if I'm not supposed to do that. So that's why that post was blocked I believe. But we have to keep on it. I will post the link to the COV website page that has all their emails, on the next post. That might be allowed ...we will see. If it gets blocked you'll know why now.

For the 3rd time, I have contacted the GVRD and they said it is not thier jurisdiction. They refer me back to the City who refers me to the VPD, who refers me to the city, who refers me to GVRD.
This is what it wrong with Vallejo, noone wants to be an adult and accept responsibility and take action. In the mean time, the City is going to S**t and we keep paying all these wonderful civil servants to do nothing.

The City of Vallejo Code Enforcement Division by city charter only has jurisdiction for Vallejo Municipal Code violations on private property. The Code Enforcement Division actively works with property owners to abate encampment issues through education and alternatively enforcement for encampments (Vallejo Municipal Code Section 7.54.030 T. Unauthorized camping on private property in a place which can be viewed from the public right-of-way or in a manner that constitutes a public nuisance and Section 7.54.030 S. Prohibits maintenance of property in such a manner as to constitute a public nuisance). Through SeeClickFix, email, public counter at city hall and telephone we receive multiple complaints regarding encampments but can only address one after address verification to identify the location as public or private property. Referrals to other government entities occur only after the correct agency that has responsibility is determined utilizing Vallejo GIS Viewer. Cases are then referred to agencies such as Greater Vallejo Recreation District (city parks), Vallejo Flood and Waste (White Slough) Vallejo Police Department (for public street encampments / living in vehicles on public street / City of Vallejo properties i.e., City Hall), Caltrans (State of California properties including portions of White Slough, B.W Williams and Mini Drive, Enterprise Drive), Solano County (Solano County Courthouse and Fairgrounds) and Federal properties.

Thank you for following up on this lapse in city and county service. Vallejo Code Enforcement Division has no purpose in this situation. The property owner (GVRD, Solano County tax funded) is not abating the the public nuisance. County officers should issue abatement orders to the management of GVRD & a hearing should be required. See 10-17 Formal Enforcement “Order to Abate”
Should be named in the Abatement Order.
GVRD Director - Stacey Kennington was appointed by Solano County Supervisor Monica Brown ( term July 1st, 2023 until December 2nd 2027)

"When no alternate shelter is available"....Read it!!
Shelter IS available. Read the law and Enforce the law!!
There are empty shelter beds all over Vallejo, Solano County and the State. Pick up the phone and fill the beds.
The law says you can enforce the law if you can "offer" them alternative shelter.

CED will be obstinately watching the situation grow beyond the unmanageable mess it has already become…
Code Enforcement Division is failing to “create, promote and maintain safe, attractive and high-quality living environments”.
Encourage the City Council to push City management for budget cuts for Planning and Development Services until after they come up with solutions for fixing this. Cut the entire Code Enforcement Division under emergency management efforts, suspend all enforcement on private citizens property until the City can get its own act in order and clean up public properties in and around Vallejo.
