Hard to believe that many construction workers who park there are handicapped.

Construction workers are the most abusive using fake handicap placaids. Too solve the problem put in handicap meters like in D.C. (am sure a person riding in a mercedes can afford it) also if in a permit area they need a visitors pass. This would solve the problem.
