Around 9:10 pm, a car pulled off as if exiting 91 North at exit 36, but lingered in the neutral area. It then sped back up in the right hand lane to tailgate at what appeared to be 10 feet, very close, then sped off ahead after a few nerve-racking seconds. Unclear motive. Appearance was a Sedan, no additional details available.

I do not feel safe on this stretch of highway that passes through Windsor.
