Vehicle does not appear to meet definition of "abandoned" per 50?2421.02 of dc code, and not breaking dc code 2405.1, parking code p010 (obstructing crosswalk), no code cite or found for obstructing view of sign (though p050 does prohibit within 25ft, any measuring?) Even if sign is obstructed or even removed, drivers should at minimum slow at blind crosswalk, and not bow through an intersection.
