Thank you for reporting the issue to the City of Bridgeport. Based on the pictures you provided, it seems the wire is a communication cable. The electrical wires can be seen much higher up connected to the transformer.

How does this get resolved?

Still waiting for a resolution, this cable has now fallen further to a point where my kids can't play in this area of the yard because the cable is too low. My husband mowed the lawn today and the cable has to be moved to do so. You can see how low the cable is in now in the new image. So what is going to be done about this?
