just a comment to Justin - I spoke with a Lt from the 4th Precinct this am and was told that vehicles can park in the little areas I am calling 'bump ins' as long as there is room for a biker to ride past. Some of your shots indicate a vehicle parked within a bump in. The postal vehicles looked like they did not move into those bump ins. Also 311 has to transfer info to traffic and by the time anyone gets there, the offending vehicle is no doubt gone. Try calling 911 on traffic impediment and maybe it can or will be addressed quicker even tho it's not a life threatening situation, it certainly could result in such.

This is completely untrue. The 'bump ins' are bus stops, and are explicitly marked "no parking, bus stop". That is why I have reported the 'bump in' parking as 'bus stop' because that is the most obvious sign that they are violating. All along Lowry, signs are posted for No Parking, and you can see in many of my pictures that cars are parked directly in front of highly visible No Parking signs. Regardless, they are not allowing room for bikes to pass. I guess I'll take your advice and start calling 911, but this is ridiculous. It would be much better to just assign a regular check for parking in these areas during times when people would be doing so. Better yet, when the city makes bike lanes, take people's parking habits into consideration. Obviously, there is more demand for parking than what is provided, which is what creates the problem in the first place. If you replace parking with a bike lane, people will still want to park somewhere, and since nearly the entire length of the road has no legal place to park, people just ignore the signs.
If the police are telling you that this is legal, then they need retraining. MN law states that no vehicle may park, stand, or stop in a bike lane or other no parking zone. These vehicles are not complying with either of these standards, as they are clearly marked bike lanes, and there are obvious signs marking the areas as no parking zones. Also, if police are telling you this is legal, then calls to 911 will be wasted.
Also, consider with this issue that the average speed of traffic on this road is probably around 45mph, and many of them are driving distracted. I can average over 20mph on my bike, and cars that are moving are generally covering double the ground that I do in a given period of time. So, every time I have to pull around a car illegally blocking the bike lane, I am taking the risk that someone is going to turn me into a red mark on the road. Once traffic speeds are above 30 mph, helmet or no, a cyclists odds of surviving a crash diminish very quickly.
