This dog barks viciously at people walking by, riding bikes, walking by with babies and strollers and even at the postman. It’s on a chain and I feel it’s abused because when the owners come out screaming and yelling at it it hovers down but not only that it looks like it’s being starved to death. It’s very bony you can see it’s ribs ! 😤😢
