  Ok, so someone came to pour concrete FINALLY this week, but when they finished they just put a cone on either end of the newly poured concrete and just left it that way on a major pedestrian thoroughfare (right before school let out no less). Since when is it okay to not rope off wet concrete on sidewalks? A small kid unknowingly stepped into this concrete before a parent realized it was freshly poured and the kid's shoe was completely submerged in the concrete. I am sure it ruined his shoes. Later, after partial setting, I saw a runner unknowingly run all the way across not realizing his shoe prints we completely being imprinted in the concrete. Evidence of other walkers runners not relaizing it was still wet it apparent. If it had been a few moments earlier, this runner probably would have fallen in the concrete. This is unacceptable practice on so many levels to just put a cone up on both ends of the side walk without any barrier, rope or signage to better warn pedestrians (what could have happened to a kid on a bike?). Come on! If this was a subcontractor that poured this on behalf of city or county, they should not be paid until this is rectified.
