I know Rich said that the city has tried to contact the Globe but have been unsuccessful, could the city not impose some type of fine for trashing the city?

This has been a hot discussion on UniversalHub.com . The city can start to issue tickets, it is littering. At least in the case below, the city of Boston issued a ticket. Maybe Chelsea should do the same?

I'll jump in again here.
Kris: As Anonymous mentioned, I had posted previously that the City Manager himself has tried numerous times to get a response from Globe Direct...to no avail. In the Jamaica Plain case, it was a Boston Police Officer who issued the ticket, but it doesn't say who it was issued to.
Anonymous: As for a fine, who would it be issued to? And who would it be issued by? To the person employed to deliver the circulars? To the landlord who doesn't clean up? To the renter? By Chelsea Police? I'm not the City Solicitor, so I don't pretend to know the intricacies of the Chelsea Municipal Code, but that would have to be followed strictly.
